No — you can browse without an account.
Yes — you need an account to:

Creating an account is fast, free, and takes less than 30 seconds.
How do I submit a setup?

Select your game → series → track

Click Submit Setup

Add lap time, setup notes, and controller or wheel setup

Save
Your setup posts immediately unless flagged for review.
How do I like or rate a setup?
Every setup includes a thumbs-up (Like) button.
Likes push setups higher in rankings when sorting by Top Rated.
You can sort setups by:

Why isn’t my setup showing?
Your upload may be pending because:

How do I report a setup?
Each setup has a Report button. Use it if you see:

We investigate every report.
Are setups guaranteed to be fast?
Every driver, wheel, and assist configuration is different. Setups are community-created, so results vary.
